Baytown, Texas – A gunman has been identified after a fatal shooting in Baytown Wednesday night that police reported shot and killed.
According to police, 33-year-old Baytown resident Ron Welch shot and killed two people and wounded two others earlier in the evening.

According to Baytown Chief of Police John Stringer, officers were called about 6:30 p.m. to the initial shooting on Tri City Road near Evergreen after Welch got into an argument with a man and woman sitting inside the vehicle. .
The couple and Welch are believed to have been neighbors, Stringer noted.
During that argument, officers say Welch shot the male victim in the head and shot the woman. The man was pronounced dead and the woman is expected to survive her injuries, officials said.
Police say the suspect fled the scene, and moments later, they were called to the scene of a second shooting at the Bay Oaks Harbor trailer park where Welch allegedly shot another woman. The woman is also expected to survive her injuries.
A short time later, Welch got into an argument at the trailer park with another man, who was unrelated to the initial shooting scenes. The injured was rushed to the hospital but was later declared dead.
When officers found the suspect, it’s unclear if he fired at police, though Stringer says they wouldn’t have shot him if he hadn’t been threatened. Ultimately, responders are said to have killed the gunman.
It’s also unclear how many times Welch was shot.
“Any time an officer discharges their weapon, it has to be for their own life or the life of another person,” Stringer said. “Yes, there was a physical threat.”
Investigators say a motive for the shooting has yet to be determined.
Stringer says those officers will be evaluated for mental health following the traumatic incident and will remain on administrative leave until further notice.
Baytown Police and the District Attorney’s Office will lead the investigation.
