Tampa police have arrested a man who opened fire into Hillsborough Bay before killing a man under the Dale Mabry Overpass earlier this week. She also said he stabbed the victim back on the Fourth of July.

The fatal shooting happened around 1:30 a.m. on Nov. 6 at the Hillsborough Avenue intersection. On Wednesday, police announced the arrest of 30-year-old Timothy McGovern. They did not publicly identify the victim.

When officers arrived at the scene in the morning, they spoke to witnesses and recovered shell casings. Police said the 9mm casings were entered into a database. Through investigation, they learned that four hours before the murder, an unknown man, later identified as McGovern, had fired a gun into the water on Bayshore Boulevard.

“A witness told us McGovern was riding a bicycle when she and her friend were approached,” according to a news release from the police department. “He then said, ‘I have a target,’ pulled a gun from his waistband and fired into the water. As the witness and her friend ran from the area, McGovern continued to shoot into the water. The witness reported the incident to Tampa. Police.”

A witness captured video of McGovern riding his bicycle shortly after the shooting. Officers recovered shell casings in the area, linking them to the underpass shooting, police said.

On Tuesday night, an officer found McGovern riding his bicycle along West Hillsborough Avenue, less than a mile from the scene of the murder. They said he admitted to firing the gun “to test” Bayshore.

“McGovern admitted to having had previous encounters with the murder victim and walking into the underpass on the night of the murder to take the victim’s life,” police said. “McGovern also admitted to stabbing the victim on July 4th. Although the two men had previous encounters, it is still to be determined how well they knew each other at this point.”
