Three doctors of a government hospital and a senior police officer have been arrested by the Criminal Investigation Department (CID) of the Assam police for allegedly covering up the rape of a 13-year-old domestic help five months ago. authorities said Tuesday.
According to the police, on June 11, the body of a 13-year-old girl was found at the house of Sashatra Seema Bal (SSB) jawan Krishna Kamal Baruah, where she worked as a domestic help, in Assam’s Darrang district. The deceased, who was from the tea community, was said to have raped and killed SSB soldiers. The suspect, the police and doctors are said to have tried to make it appear that he committed suicide by taking money from the suspect.
The accused additional superintendent of police (ASP) Rupam Phukan and three doctors of Mangaldoi civil hospital in Darrang district, Ajanta Bordoloi, Anupam Sharma and Arun Deka were arrested late on Monday. The police had earlier arrested Deputy Commissioner of Police Utpal Bora and jawan Baruah of SSB.
The case got a new lease in August after Chief Minister Himanta Biswa Sarma visited the victim’s family and confirmed action. Following this, Darrang inspector general of police (SP), Rajmohan Roy, additional SP, Rupam Phukan and Dhula police station chief, Utpal Bora, were suspended and the case was referred to the CID.
“Investigation found that there were many commissions made by these doctors when they were doing the first autopsy. They clearly wrote that there was no injury except for the ligament mark,” said a press release from the CID. on Tuesday.
The statement issued by the CID chief of police, Pranabjyoti Goswami added that the doctors did not note the signs of trauma to the head and neck in the second post-mortem conducted at the Guwahati Medical College Hospital (GMCH) after post-mortem examination. court.
The second post-mortem concluded that the injuries were from the first fatality and were caused by blunt force impact.
A panel of experts from GMCH, AIIMS-Guwahati and Northeast Indira Gandhi Institute of Health and Medical Sciences (NEIGRIHMS-Shillong) formed by the government concluded that the injury was due to open arms and the death was due to is a deadly stranglehold. and not kill themselves.
CID said that even when the report of the investigation was shared, the three doctors insisted that there was no sexual act on the victim and the death was due to suicide. No video was made of the first death and post-mortem procedure was not followed, the CID said.
“The doctors clearly planned to justify the lack of evidence with the aim of investigating the culprit and also to create an incorrect record (the first death) to save the accused from punishment,” the statement said.
The three doctors were interrogated thoroughly with all the evidence before being arrested. He was produced in a special court in Mangaldoi on Tuesday, which sentenced him to two days of police custody for further questioning.
Additional SP Rupam Phukan is said to have taken ₹1.5 lakh from the accused’s family through SI Utpal Bora. He was arrested for dereliction of duty and for trying to shield the SSB officer “who killed and raped the little girl”.
“Though the Dhula police dismissed the death as suicide, the victim’s parents claimed she was murdered and filed a court case the next day,” said a police official on condition of anonymity.
The case was handed over to the CID and a fresh investigation was launched after Deputy Chief Minister Sarma visited the victim’s family in August. The buried body of the girl was exhumed and sent for forensic and DNA tests.
On investigation of SI Utpal Bora’s bank transaction, the police found that he had accepted it ₹5 lakh from Krishna Kamal Baruah.
The interrogation of Bora, who was arrested last week, revealed that the SI police played an active role in making the killing appear to be a suicide. He is accused of persuading the doctors of Mangaldoi Civil Hospital to falsify the post-mortem report and term the death as suicide.
