Dropout rates in primary schools in Assam will almost double in 2021-22, due to the impact of COVID-19 and the recognition of fake student lists, state education minister Ranoj Pegu said on Wednesday.
However, the secondary school dropout rate has dropped from 31 percent in 2020-21 to 20.3 percent in 2021-22, he said.
The discrimination rate in primary schools is 6.02 in 2021-22, up from 3.3 percent last year, he said citing data from the Unified District Information System for Education (UDISE).
In elementary schools, the dropout rate was 4.6 percent in 2020-21 and 8.8 percent in 2021-22.
The total number of dropouts is 1,29,543. The number of children who do not go to school are 1,01,602 children who have dropped out of school and 27,941 children who have never been registered, which were discovered in a survey, said the minister.
“Increasing the dropout rate is a national phenomenon. Due to the spread of Covid, the entire education system, mostly basic education has suffered a lot and has resulted in school dropouts,” he said.
Pegu said many schools have been posting fake student enrollment figures to UDISE to get various benefits such as inflated mid-day meal allocation, more money for school uniforms and free textbooks. .
“In order to avoid merging or closing a particular school for under-enrolment, many schools have automatically entered the inflated enrollment through the UDISE portal. With this in mind, we have launched a massive campaign. and clearing the UDISE database,” he said.
Now because of the strict vigilance of the state government, the schools have stopped submitting false registrations to UDISE and have shown the false registration data that was left during the renewal process, said Pegu.
“This filtering of data will continue and I hope that the level of withdrawal will be at the same level next year. The situation will calm down thereafter,” he said.
By abolishing 8,000 vacancies of permanent government school teachers, the Education Minister said it was done for economic and ethical reasons as a large number of contract teachers are already working under the Sarva Siksha Abhiyan (SSA).
“In 2017, the government appointed 11,206 contract teachers through the regional pool of SSA. In 2020, 8,000 positions were frozen because people were working on contract,” said Pegu.
The government has provided almost the same benefits to permanent teachers as those on contract such as the same salary, continuous DA extension and service up to the age of 60 years if the annual performance evaluation is satisfactory. , said Pegu.
4,285 of the eliminated positions are in elementary schools, and the rest are in middle schools.
There are 2,21,247 teachers, including contract teachers, who teach 49,10,427 students in Assam government schools, he said and claimed that the student-teacher ratio in the state is at a satisfactory level of 22:1.
“Around 4,000 advertised posts mostly in ST (Plains) are vacant due to lack of applications and we are trying to fill them, so we do not need more teachers now.
Opposition parties and student groups criticized the government when the decision to lay off 8,000 permanent teachers was announced in Pegu on Tuesday. They said that the move is against the interests of the oral middle schools.
